sorted out database and searching so I don't query Nominatim every single entry. this also removed doubles

updated feed script to only pull data with a score of 1 or higher, ignoring perfect scores - json data was like half a meg per request, now it's half that

removed spa and motel permits since they aren't consistent

removed recreation permits cause those are bugged and irrelevant anyway. 
updated sprites, color scheme is better now. 
restaurants with points below 15 are filtered out now, this drops the json file significantly and also makes it easier to see bad scoring restaurants

bug list

figure out clusters in leaflet, some entries are doubled and you can't click them (usually reinspections)

GPS bugs out on some addresses with a # if it fails the lookup / cutup script too much
